I want to sign up for a premium plan, but I don’t know how to sign up.

I chose the package and level as shown in the attached image.
But I couldn’t go any further with the contract.
How can I sign up for a premium plan?

It looks like you have “Apply” in the top right corner - have you already applied for a developer account? If so, to get v1.1 premium you need to be approved for Elevated Access Getting Started with the Twitter API | Docs | Twitter Developer Platform
