How can I use photos?

I have read the rules of the road and tryed to conduct as much research as possible. Can you offer any clarity to how user photos that are uploaded to twitter can be used outside of twitter, if at all? Example- Like a brand can show it’s twitter stream on it’s website, can it show only a photo gallery of photos that it’s fans are posting?

The photos that appear with tweets should be considered “one with” the tweet they are associated with. The tweet is the photo and the photo is the tweet. Tweet display requirements apply to both the tweet and the photo simultaneously.
