How can I get tweets by another user? Is possible?

Hello,

I am a doctoral student in computer science and work with data mining in social networks, more specifically with sentiment analysis and classifying tweets.
I have a doubt, How can I get tweets by another user? Is possible?
For example:
Exist a account, that it isn’t mine, named X. This account has 3 followers. Is it possible to collect the tweets that this people (3 followers) posted in public time line? How do this?

The answer is YES, you can retrieve tweets from another user using API’s methods.

You can make “expirements” with console dev.twitter.com/console.
