How can I add my phone via my mobile provider (China Mobile)?

I created an application but found I can’t change its permissions to ‘Read and Write’ until adding my phone
I tried on https://twitter.com/settings/devices, but failed
also I tried using long code and added my phone, still can’t change app’s permission

How can I add my phone in China?

Is it possible that I can use my applications to Read and Write my home timeline?

Any news here? I want to use the API and I am located in China, I would like to simply get the SMS sent.
