How can connect Twitter message to my webhook?

I create a Application in https://developer.twitter.com/en/apps/

and Set Callback URL= [my webhook]

But Users send a new message to my Twitter, Twitter not auto send to [my webhook].

I want Twitter auto send message to [my webhook], if My Twitter have a new message?

How can connect Twitter message to my webhook?
