How are the new Twitter alerts identified?

With the newly announced Twitter alerts (https://blog.twitter.com/2013/introducing-twitter-alerts) I was wondering how they are identified in the API.

Is there a new flag on tweets that are alerts?
Or is it just based upon certified accounts including ‘#alert’ in a specific tweet?
Are there any live examples of these sort of tweets? I couldn’t see any referenced on any of the supporting docs, or on the accounts I looked at.

They are not and this is not an active Twitter feature.
