If you use the Cards Validator (https://dev.twitter.com/docs/cards/validation/validator) and enter your URL with the cards markup available, you’ll see a button to submit your site for verification/approval.

the button is appearing disabled for me

All four images are required in order to validate as well as attach a gallery card to a tweet. If you add another image, you should be able to validate. The fact that the validator has a layout for less than four images is confusing and I’ll inquire with the cards team as to why this exists.
