Hit Recent search monthly cap > Can't use user timeline endpoint?

Hi there,

Thanks for the impressive work you’ve done with the v2!

I have reached a monthly limit cap using the tweet recent search endpoint. I understand I can’t use this endpoint until the usage is reset.

However when I try querying the user timeline endpoint
GET https://api.twitter.com/2/users/438323244/tweets (with bearer_token)

I also get the same error:
Request returned an error: 429 {"account_id":1362967712989806593,"product_name":"standard-basic","title":"UsageCapExceeded","period":"Monthly","scope":"Product","detail":"Usage cap exceeded: Monthly product cap","type":"https://api.twitter.com/2/problems/usage-capped"}

I thought monthly cap rate would apply only to recent search and stream filter.
Could you please help me get access to user timeline endpoint?
