Has the 'embed Tweet' function been rolled out to everyone because i cannot see the function on any tweet permalink pages?

i wanna know how i can embed a tweet as a tweet on twitter not on my blog or facebook.
just to embed someone’s tweet on twitter
i tried a lot and i didn’t find how to do this.
plz try to sort it out for me.

I must not have latest version of Twitter, because I too don’t have embed function below tweets. How do I get latest version or solve this problem?
