I want to harvest twitter data without any limitation what is the process to do it. or whom do i contact to understand the policy and the limitation.

All our public APIs have technical limitations on the volume of Twitter content you can access, and all are subject to policy restrictions laid out in the Developer Rules Of The Road.

If you want greater access than that which is available for free, you’ll most likely need to enter into a commercial agreement with Twitter. Reviewing the products available from Gnip is a good start.
