Got error 186 for character counting for pre-existing usa.gov URI

I attempted to post this tweet via the REST API

Tropical Storm #Karen Intermediate advisory 2A issued. Karen expected to approach the northern gulf coast on saturday. http://go.usa.gov/W3H

It is at exactly 140 chars. My understanding is that the usa.gov URIs are not covereted to t.co URIs, so this should have worked?
