Getting tweets from a specific location with specific keywords

Is it possible to receive tweets from a region (e.g London) which include a specific keyword (e.g “traffic”) with the Streaming API?
Also i want to know if i can track only tweets with specific coordinates without retrieving tweets with city-level location information.
