The rate limit as I read in in the documentation claims that it is USER limited only.

Seems to be limited to 15 calls per user.

So if my app has say 500 users, can I use my app keys, combined with the users keys, and in theory get all 500 user mentions each using their own call to the endpoint?

Each signed-in user’s OAuth credentials would allow 15 calls per user per rate limit window, yes - I think that is what you are asking?
