Get difference Access level when use /oauth/authenticate and /oauth/authorize

I cant access Dirrect Message when i use oauth/authenticate but when i use oauth/authorize i can access Dirrect Message.
if this normal?

Direct message permissions will not be granted on oauth/authenticate – you must use oauth/authorize the first time you ask a user to grant your app DM access. From that point on you can use oauth/authenticate.
