Geo targetting in Twitter

I am trying, using your REST API, to send out a tweet to only certain countries around the world (that is, other countries cannot see this tweet). I never found any documentations regarding that. Using marketing based websites like SproutSocial, I could send out country-targetted tweets, now when I use the API Explorer, I could see that the tweet I sent using this tool has a “scopes” attribute, within it there is a places_id array. (in JSON of course). I’ve failed any attempt to send out tweets that have the “scopes” attribute when I retrieve them. Is there a way to accomplish that ? is this like a secret API call for more valuable accounts? why is it missing in the docs and yet still accessible through third party software ?!
