I appreciate you providing context around this, and I agree that it’s very important we make our developer application process more accessible to everyone.
Once an application is rejected, we do not allow someone to reapply for a developer account. However, most of the time we’ll request more information on the use-case via email to which the developer will need to reply back clarifying our individual prompts for more information.
If one of your students’ accounts were rejected, I believe they will still be able to manage their existing apps but not be able to create new ones.
