As of this morning, when hitting https://api.twitter.com/1.1/friends/list.json with a “count” parameter of 200, the returned set will default to a count of 20. Requesting a count of 199 or any lesser number returns the correct amount.
Experiencing the same issue here, with both /1.1/friends/list.json and /1.1/followers/list.json

Same here, had to change all counters to 199 and hope that 199 will not be converted into 20 soon
