For apps that shecdule posts for many users can status update limits be raised?

If creating an app that schedules and posts onto twitter (like Hootsuite that people pay to use) can the status update limits be raised in some way? Is there a way to apply to twitter for that? Lets say 1000 users want to use our app, can the status update limits be raised in some way?

As far as I know these limits are on a per User and App basis, so you should be fine. This means for every user you will be able to post quite a lot tweets until getting rate limited.
Since the Tweet limit is a limit imposed on the User (even using an official Twitter App Users can hit this limit) I don’t think there is a way to raise this limit.

Good question. @ePirat is correct – statuses/update is rate limited on the user account level so your app should not run into rate limiting issues.
