FINALIZE command never returns succeeded

I’m attempting to upload a video using the:

https://upload.twitter.com/1.1/media/upload.json

with the media_category set to ‘tweet_video’. 99% of the time, this method completes successfully, returning ‘succeeded’, but with certain videos the call only returns ‘pending’ no matter how many times I wait 5 seconds and try again.

Well, this is frustrating. It magically started working.
