Description of issue:
Twitter cards are no longer working on our site at the University of North Carolina. Card validator responds with " Fetching the page failed because the fetcher cannot resolve the address."

Other university sites are failing with HTTP connection timeouts, such as cloudapps.unc.edu or library.unc.edu/
Troubleshooting steps attempted [note that we will not prioritise posts unless there is evidence of following the troubleshooting guides]:
University IT office has investigated the issue extensively. We’re seeing traffic get through the firewall for the Twitter card requests. However, almost all of them error out. Occasionally, a Twitter card will post successfully, but the firewall log shows exactly the same result for both successful and unsuccessful attempts. This leads us to believe this is not an issue at a networking or security layer, but instead likely an intermittent issue happening somewhere between Twitter <-> UNC, but not between UNC <-> our site.
