I submitted a request to transfer a Twitter app from my account to another. I am 100% positive that the destination account has a developer account with Twitter. It even has other apps already approved and running in production.
Yet I received the following reply
Hello,
Thanks for submitting this request. The potential new owner of the app doesn’t currently have a developer account with us, so we’ll need them to apply for that before we can transfer ownership.
Once they’ve been approved for a developer account, please submit this request as a new report.
Can somebody help please?
