But on

doesn’t it fall back to Open Graph?, and one would think that Facebook
would use Open Graph,

So why don’t Facebook pages contain Open Graph tags?

OK, so you are confirming that Facebook has an enormous problem?
All their pages are lacking the minimal tags to enable users to share them properly on Twitter?
Case in point, sharing e.g., www.facebook com/scweekly/ on BAND(.us) or LINE makes a proper link preview (card), but on twitter, according to the validator, “INFO: 3 metatags were found
ERROR: No card found (Card error)”
Now as we know, Facebook might send different output to different sites, so I am not in a position to debug this. So maybe you can use your official channels to communicate the problem to Facebook. Thanks! (Or Twitter should be updated to correctly read current Facebook meta tags!)
I’m not confirming anything like that; our developer forums are here to support if you have issues implementing cards on your own site, but it’s really impossible for us to help with third party sites you don’t own and cannot modify.
Fair enough. But all I know is when users share a Facebook URL on Twitter, no link preview is generated and they must write the snippet themselves. 100% the opposite of what happens when one shares a Twitter URL on Facebook.
