I tried from home network as well as office network. same results. attaching screen shots.
Actual twitter.com site works fine. So does every other site including FB, Pinterest, Instagram, LinkedIn etc. I also have my own website with lots of javascript and everything loads fine.
The only sites that have issues are related to dev.twitter.com. Ok I initially uploaded two screen shots and I got message ‘new users can upload only one image’. 
SO, uploading the one where not only is formatting broken, but the page keeps looping on itself no matter how many times you try submitting.
