may I have a clarification? I’ve an application that lets users subscribe to webhooks. Is the subscription limit calculated on single user (15 subscriptions each) or on app?

In the free sandbox tier, your app can have one webhook with up to 15 subscriptions, each for a different user. If you upgrade to a paid plan, there are more subscriptions available (25, 50, 100, 250 depending on your tier).
