Does Twitter still give access to the Site Stream API?

The actual question is in the title.

I’m currently working on a proof-of-concept of, well, let’s call it an innovative Twitter client. Android version first, and iOS version soon after. I don’t want to go deep into details yet, but there’s something that I need to know. Does Twitter still give access to Site Streams? If not, my app doesn’t make any sense. It has to launch with push notifications.

t’s not evident to me if I was declined or if someone just hasn’t processed my application yet.
