I read through the docs as well as the location FAQ on Twitter but it’s still not clear to me whether creating a Tweet programmatically with location parameters just tags the Tweet with geo data or actually results in the Tweet appearing in the timeline/newsfeeds of people who are in that location. Can someone on the Twitter dev side clarify this? Alternatively, if I’m looking to target content to a certain location, am I better off with Twitter Ads (it such an endeavor is not possible with Tweets)?

Your non-Ad content is only going to show up on users’ feeds if they follow you, no matter how you post non-Ad content.
The only way to display content to users that don’t follow you is to use the Ads platform.
