Does streaming API speed(rate of incoming tweets) dependent on Bandwidth of the connection?

I noticed that when I stream through in my organization’s network the rate of Tweets arrival is more as compared to when I stream through my home IP. Is this true and makes sense?

I am not absolutely sure but as far as I know, if your connection is really slow, the queue of Tweets that should be delivered will grow on Twitters side and after some time (when queue grows too large) your connection will receive stale warning notifications. I am not sure if Twitter will omit some Tweets if your connection is not fast enough.
