https://developer.twitter.com/en/account/subscriptions/search-fullarchive states that a sandbox query can be up to 128 characters.
128 appears to be correct.

Hi @justin_littman thanks for calling this out, 30-day sandbox is 256 query length, Full-Archive is 128 query length.
