Do I need special permission to link a ton uploaded file to a created campaign?

Hi,
I’m managed to create a tailored campaign, I also uploaded a csv file. Now, I’m trying to make a call to ‘tailored_audience_changes’ endpoint to link the uploaded file to the created campaing wi th following:

POST https://ads-api.twitter.com/2/accounts/18ce54kgaqr/tailored_audience_changes?tailored_audience_id=2bqww&operation=ADD&input_file_path=/1.1/ton/data/ta_partner/900882319585665025/y-VJsk77iVKxSAf.csv

resulted in a 401 Authorization Required response

Do I need special permission to do it?

of course the key, Secret are correct and also the account id, I use them to make all other calls

Hi,
I managed to resolve the problem making a request with twurl and dumping the request/response.
I was encoding the url incorrectly.
Now it works.
