I’ll answer each question to the best of my knowledge:
Are users seeing this across ios, web, and android?
The AAAPI doesn’t return any device specific information so I am not sure which platforms are affected. From the scrolling bug I can tell the case below is from an iOS user.
Is it just DM notifications?
As far as I know yes it’s just DM notifications.
Does the badge count appear on mobile?
Don’t think so but not sure
Are there any missing inbox messages?
Not sure in the general sense but I can tell you this: We have a script I regularly run that goes through the images we need to send via a DM. I send all of these images to both myself and my boss. We often are missing 1 or 2 out of a half dozen or so each time. A hard refresh of twitter is required and then navigating back to the DM window is required to see all the images (even though my DB/logs said they were all sent succcessfully)
And have you been able to find a pattern in the types of users that have been affected by this? Any additional insights about those who experienced the delay or non-delivery would be helpful.
No patterns yet but I will definitely keep it in mind.

This lady opts in to our quiz as soon as she saw the DM (2 seconds later, 2018-10-25 23:55:06 read time and 2018-10-25 23:55:08 as the message sent time)
