Different Accounts

I want to experiment with 2 maybe 3 different accounts and let them communicate to each other
or reply on tweets. I have 1 dev account and also used the phone confirmation

Do i need for a second account a new phonenumber or can i make app with 1 dev account
and use that for different twitter accounts ?

Seems you have not fully understood how the oAuth / Apps concept works so you might want to read a bit about it.
But short and quick answer: yes you only need one App.
