I’m just curious about the difference between the three types of API.
Especially on the rate limit for the outbound part.
Does the three of them have the same rate limit for posting tweet, reply, dm, etc?
The same limits apply to everyone for Posting tweets, replies, DMs etc.

Yes, v1 and v2 are the same for posting. Outbound messaging calls (Tweets, replies, Direct Messages) are handled as user limits on the Twitter platform, and are not related to the API version.

The premium APIs offer more access to historical data (and a couple of additional data fields) over standard v1.1, and have monthly rate limits. There is no difference to what a user can post.
I filled out the enterprise form last week (Apply for enterprise API access | Twitter Developer Platform) as I am interested in the enterprise API for academic research, but haven’t heard anything back yet. I tried the developer-accounts@twitter.com, but got an auto-response back referring to this community. I submitted the form again today but I am still waiting for a response. Any help is greatly appreciated.

If you’re interested in Academic Research then all the information is here and you can use the Apply button down the page. The enterprise products are commercial. I’m not sure where you got the email address from, but unfortunately that’s not an address that can help.
