Just want data for econometrics class project! Shoulda have applied for basic first. 
I’m having the same issue. Is there really no way to apply for basic access after getting rejected for Academic Research? I can’t open the Developer Portal either; I’m just booted straight to the rejection page.

Similar situation for me. I first requested for Elevated access, since I didn’t understand how to create a Project in developers account without getting Elevated access. My request was rejected, and now I can’t get even an Essential access since can’t open the Developers Portal. It just redirects to rejection notification.

In a similar situation. I haven’t yet applied for academic API access since I know that I’m don’t fit the criteria. However, I’m unable to access the basic API features because it keeps prompting me to apply for academic access.
Hope someone would be kind enough to address this.
