Custom Timeline not showing tweets from "@example" EXCEPT when "@example" is retweeted or replied to

I have a custom timeline that shows tweets from @example OR #example. I then realized that it does not show tweets from @example, but only when @example is mentioned or retweeted or replied to.

Is there something that can be done to bring in tweets from a user and/or tweets from #tags or @other users?

Or is this a limitation that i will not be able to get around.
