I uploaded two custom audience lists to Twitter Ads Audience Manager - one with Twitter UIDs and the others emails. Both got the same outcomes:

  1. The status showed ‘Processing’ after a successful upload;
  2. After 7 hours, it became ‘Too Small’;
  3. The next day morning, it became ‘Ready’

I’d expect it to be 2-steps: Processing → Ready or Processing → Too Small.

The 3-steps doesn’t make sense ? Is that an Ads API bug?
