When you first create an app on apps.tiwtter.com, the app’s acces level defaults to “Read and write”, but requesting authorization through a user will show a dialog requesting read only permissions.
By clicking modify app permissions, and just clicking Update settings, the authorization dialog changes to request read & write permissions from a user.
