Create twitter app: access tokens are not created

When I go to https://dev.twitter.com/apps

and create a new app, I cannot create an access token for read/write privileges. It worked fine a few days ago and now it is not working. Usually, I just need to refresh for it to show but it’s not working. The Oauth settings for the access token/secret are blank.

it seemed to work this time after the 20th attempt haha! I guess it’s a bit buggy.
