Create Twitter API

I would like to use a Twitter API to post data from my website on Twitter. Can you help me with how to set up such an API?

In my dev account is only:
Application under review
To get started with Twitter APIs, you will have to wait for your developer account application to be approved. Check the email address associated with this account for updates. But I have not done anything yet?
