Is there any endpoint which allows us to create tweets promoted only tweets and send them as replies?
You should look at the Ads API for this functionality (whitelist application required for Ads API partners)

I’m not an Ads API specialist but it looks like POST accounts/:account_id/tweet may be what you want?
