Create and Schedule Tweet with Video via API

I am developing a prototype to schedule the tweets with video. like to know, below list can be achieved using API.

• load multiple tweet to multiple users using API
• I have to schedule these tweets to go live on a particular date and time using API.
• my video size will be around 2 minutes

The maximum video size is 140 seconds.

There is no API for scheduling Tweets.

Nothing that I can tell you about at this time, most people who schedule Tweets build their own systems for posting them at specific times.
