I ran into the same problem and found the question, which I can’t remember the exact phrasing of but has two radio button options as “Yes” and “No” asking if your app will somehow use data for a government, runs the validation on an expanded text area regardless of the user’s selected answer.
Assuming you intend to answer “No” to that particular question in the form, a quick work-around is to click the “Yes” option, add a few characters to the expanded text area, then select “No”.

How long will the official review take when the application for Twitter developer rights is made?
