"Could not create SSL/TLS secure channel" every 12 hours


I’m experiencing the same error every 12 hours (in an ASP.NET application):

System.Net.Http.HttpRequestException: An error occurred while sending the request. ---> System.Net.WebException: The request was aborted: Could not create SSL/TLS secure channel.

The request looks something like this:

GET https://api.twitter.com/1.1/search/tweets.json?q=%23twitter&count=20&since_id=651748088126787584&max_id=18446744073709551615 HTTP/1.1
Authorization: OAuth oauth_consumer_key="xxx", oauth_nonce="xxx", oauth_signature="xxx", oauth_signature_method="HMAC-SHA1", oauth_timestamp="1444223843", oauth_token="", oauth_version="1.0"
User-Agent: LINQ-To-Twitter/3.0
Host: api.twitter.com
Accept-Encoding: gzip

The error occurs every 12 hours (around UTC 10:00 and UTC 22:00). I’ve found a similar thread (see below), but without any good response. Does anyone know what the problem is?
