Control Twitter Ads on behalf of another twitter handle

I have application which is used to control twitter ads for another twitter user. Currently I used developer keys to control ads. That needs client to generate developer keys. I want to achieve this without generating the keys from customer end.

Are there any technique to achieve that ?

The only way of authorizing is to use 3-legged authorization as described here: https://dev.twitter.com/oauth/3-legged

There are a variety of ways you can implement this (such as form that user lands on after receiving an e-mail), but the core part is that at some point the user must login to the twitter.com sign in page and authorize your app to work with their account.
