Is it possible, via API, to compose a new tweet using a photo from one of your old tweets. And will this photo show in the new tweet or will there just be a link?

It may technically work to use the same the same photo URL for multiple tweets but the behavior is not specified (could change at anytime) and it’s not recommended.
