Clarifying policy on multiple accounts

Regarding: “Do not (and do not allow your users to) simultaneously post identical or substantially similar content to multiple accounts.”

Is the word ‘simultaneously’ an essential concept in this statement? If you were to remove that word, would this sentence more accurately reflect your intention?

This policy applies regardless of whether the Tweets are published to Twitter simultaneously, or are scheduled/queued for future publication.
