Change permissions and new policy with phone number

Dear Support Team,
I just created a new app I want to use to post tweet on my tweeter account. The thing is when I try to change the permission from read to read & write, it says that I have to add my phone number to my twitter account but when I try, it says that it’s not available for my country (France)

so how can I add my phone number ?
