Can you change a developer account back to a normal account?

I’m not twitter so i don’t know but: why? You can delete your apps and this will have the exact same effect. Your account is always a normal account, developer access does not affect your twitter account.

I made the wrong account a developer account and the terms say you’re only allowed to have one dev account

Oh, sure - it doesn’t matter what account is the developer, so you can authenticate any other account you need, see:
