As per the documentation, Following IPs should be marked in allowed list of access control, so that it gets crawled by Twitter.
o 199.59.148.209
o 199.59.148.210
o 199.59.148.211
o 199.16.156.124
o 199.16.156.125
o 199.16.156.126
Also, Twitter’s ASNUM is AS13414.

IT Team Comments: There are no IP addresses blocked for outbound access

We still facing the same issues on the UAT server: ERROR: Failed to fetch page due to: HttpConnectionTimeout

Your uatwww subdomain is inaccessible from the public Internet (at least here where I am in the UK, and I assume also in the US). The www subdomain resolves and responds OK.
