Can't get streaming from a specific user

Hi guys,

I have a small app in development which uses the streaming API in order to follow a number of users.
For no apparent reason I’m not getting any tweets from a specific user. No errors received.

What could be the reason for this to happen?

Is the user protected? is the user posting content?
