Can't create new development environment for Premium Search API

I currently have Developer access granted by another account. Do I need Administrator access to set up the dev environment for the Premium Search API? I don’t see any options to configure a new environment, and can’t find any docs on this. I can create an app, but I don’t know how to link it to the Premium account I’ve been added to.

Is this a team account or a personal account?

It’s a personal account. The other person gave me Admin access and that resolved the issue.
